The Virginia Department of Emergency Management is headquartered in Richmond, Virginia, with administrative offices at Trade Court and the state Emergency Operations Center located off site on the grounds of the Virginia State Police headquarters. VDEM's regional coordinators also maintain offices within their territories to serve as a base of operations for Local Support Services Division staff.
