USA OnWatch works through Neighborhood Watch to allow citizen volunteers to work for homeland safety.

The Neighborhood Watch Program incorporates terrorism prevention and education into its existing crime prevention mission. Neighborhood Watch is a successful 30-year-old national community crime prevention effort, sponsored by the National Sheriff's Association, that brings together local officials, law enforcement and citizens for the protection of communities.

This proactive, community-oriented program will be expanded even more under Virginia's Citizen Corps Program to include terrorism prevention and recognition.
