The Virginia Department of Emergency Management (VDEM), located in Chesterfield County, is responsible for protecting the lives and property of Virginia’s citizens from emergencies and disasters by coordinating the state’s emergency preparedness, mitigation, response and recovery efforts. We are seeking an individual to coordinate and manage the design, development, delivery and evaluation of the statewide Citizen Corps (CCP) and Community Emergency Response Team (CERT) training and outreach programs.

Qualifications: Considerable knowledge of adult education methodology including analysis, design development, implementation and evaluation. Working knowledge of program promotion and marketing, budget and grant procedures and supervisory practices. Must possess excellent verbal and written communication skills and strong presentation skills. Proficiency in Microsoft applications. Capable of loading and unloading training or emergency-related equipment. Demonstrated abilities to produce work without high level of supervision; to supervise diverse training and exercise functions and outreach activities and to manage multiple projects.

Degree from an accredited college in public administration, adult education, emergency management or related field preferred. Experience as an adult trainer in the areas of public safety and emergency services preferred. Extensive writing and public speaking experience. Demonstrated skills in the preparation and coordination of written plans, policies and procedures. Position requires statewide travel. Selected applicant must pass a criminal background check to include fingerprinting and DMV check. The selected candidate must have a valid driver’s license and a satisfactory driving record.

The Virginia Department of Emergency Management (VDEM), located in Chesterfield County, is responsible for protecting the lives and property of Virginia’s citizens from emergencies and disasters by coordinating the state’s emergency preparedness, mitigation, response and recovery efforts. We are seeking an individual to oversee the management and administration of the Public Assistance, Fire Management Assistance and State Public Assistance grant programs. The position is responsible for coordinating the development of plans and procedures to effectively deliver disaster recovery program services, support and assistance in a timely manner, while ensuring the efficient management of associated grant funds, compliance with all applicable state and federal regulations and coordination with the appropriate program support agencies and customers.

Qualifications: Working knowledge of emergency management, disaster recovery programs and associated statutes, regulations and policies; disaster recovery planning/operations, grants management, program management and supervisory principles and practices. Demonstrated abilities to research, organize and write reports, conduct analyses, prepare/conduct briefings, provide technical assistance and training to support the recovery process, and work and communicate effectively, both orally and in writing, with officials at all levels of government; and supervise the work of others.

Degree from an accredited college or university in emergency management, public administration, business administration, urban and regional planning, insurance or related field preferred. Experience in program management to include budget preparation, supervision, and knowledge of and experience in working with a variety of software applications to support program management and delivery is desirable. Experience in grants management, emergency management, community planning, civil engineering/public works, disaster recovery planning/operations, as well as making presentations and working with diverse groups is also desirable. Budget Analyst (Financial Services Specialist I)

The Virginia Department of Emergency Management (VDEM), located in Chesterfield County, is responsible for protecting the lives and property of Virginia’s citizens from emergencies and disasters by coordinating the state’s emergency preparedness, mitigation, response and recovery efforts. We are seeking a Budget Analyst to assist in preparing, monitoring, and analyzing agency budgets at the service area, fund, fund detail, and cost code levels. This position will work with agency budget manager, management and cost center managers to effectively coordinate budget processes and develop budget plans. In addition, this position will work with the agency Accounts Payable area during high volume times and collaborate with the agency grant and finance staff in order to monitor grants balances.

Qualifications: Working knowledge of the principles and practices of budget formulation, evaluation and execution. Working knowledge of generally accepted accounting principles and practices; fund accounting; sponsored grant program administration; governmental financial management; and basic principles of business management. Working knowledge of reporting and reconciliation processes. Knowledge of data processing techniques in maintaining accounting records. Some knowledge of audit practices and procedures. Working skill in keyboarding to include Microsoft software applications and other automated systems such as CARS and FINDS. Demonstrated ability to interpret contracts and government regulations; monitor, analyze, reconcile, and report on complex budgets and grants using parallel accounting systems and spreadsheets; prepare financial reports and statements; apply and adapt established accounting methods to a variety of financial transactions and records; to perform administrative activities related to sponsored grant programs; to handle multiple priorities and work independently. Demonstrated ability to work with agency supervisors, to communicate verbally and in writing, and to present budgets and recommendations effectively.

Graduation from a college or university with major studies in accounting or related field of study, or an equivalent combination of training and experience. Knowledge of state government accounting and budgeting processes and internal controls preferred. A valid driver’s license and satisfactory driving record is required. The Virginia Department of Emergency Management (VDEM), located in Chesterfield County, is responsible for coordinating statewide preparation, mitigation, response and recovery from emergency and disaster situations. We are currently seeking two Grants Specialists (Mitigation Project Coordinators) to effectively coordinate a broad range of complex work tasks associated with the delivery of Hazard Mitigation grants. This position will coordinate the development of mitigation grant applications and monitor the implementation of the projects in compliance with federal grant regulations and guidelines of the Hazard Mitigation Grant Program (HMGP), the Flood Mitigation Assistance Program (FMAP), the Severe Repetitive Loss Program (SRL), Repetitive Flood Claims (RFC) and the Pre-Disaster Mitigation (PDM) Program, as administered by FEMA. Resource allocation, efficiency, and quality of work products are essential elements of effective grant tracking required for program implementation. This position will provide tracking, quarterly reporting, invoice processing, grant expenditure reconciliation, grant close out, and customer service to sub-grantees in processing of draw-downs, payments, reports and project close-out. This is a Restricted position.

Qualifications: Organizational skills specific to financial tracking of grants and sub-grant projects and payouts. Effective oral communication, written communication, and project management skills. Customer Service acumen. Proficient in Microsoft Access, Excel, Power Point, Project, and Word. Ability to collaborate with people and prioritize projects to effectively achieve results and to make decisions that reflect the mission of VDEM. Ability to utilize the NEMIS and e-Grants systems preferred. Degree in public administration, environmental science, urban planning, related field or equivalent combination of training and experience. Experience in managing federal mitigation grant projects/programs preferred.
