The Virginia Department of Emergency Management (VDEM) seeks an experienced individual to provide guidance and assistance to local governments and state agencies in the Northern Virginia area during hazardous materials emergencies. The incumbent will develop and maintain a state hazardous materials emergency response program; enhance local hazardous materials emergency response capabilities; enter hazardous areas for assessment or mitigation purposes; and participate in the development and delivery of associated training. Requires participation in an on-call rotation and frequent travel. This is a restricted position.
Qualifications: Working knowledge of the nature and types of emergency service required in hazardous materials disasters and the technical and administrative details associated with providing such services. Working knowledge of adult training methods, curriculum design, needs assessments, and evaluation. Skill in the development and facilitation of hazardous materials training. Public speaking skills. Ability to work independently as well as with all levels of staff, public officials, and citizens. Ability to enter hazardous chemical environments in self-contained breathing apparatus (SCBA) and chemical protective clothing under adverse conditions.
The selected applicant must meet NFPA 1001 requirements for physical fitness, must be certified as a Hazardous Materials Specialist as defined by OSHA/NFPA 472, DFP Fire Fighter III and Instructor III. Individual must possess significant teaching and curriculum development experience. Must possess a valid driver’s license, satisfactory driving record, and be willing to travel during disaster situations. Bachelor’s degree in fire science, public safety, or physical science preferred. The Virginia Department of Emergency Management (VDEM) seeks an individual to assist in the development and maintenance of the Commonwealth’s hazardous materials and terrorism consequence management preparedness programs. The selected applicant will provide guidance and technical assistance to localities and provide support on special projects. Occasional travel is required. This is a restricted position.
Qualifications: Working knowledge of emergency management and planning principles. Knowledge of state and federal laws related to emergency management. Knowledge of terrorism consequence management, hazardous preparedness, and response initiatives. Considerable skill in the use of Microsoft Word, Excel, and PowerPoint. Demonstrated ability to research, organize, and write planning documents; to develop and present training, briefings, and exercises in support of the planning process; and to communicate both orally and in writing with officials at all levels of government, private sector, and the general public. Valid driver’s license and satisfactory driving record required.
Preferred: Degree in regional planning, public administration, emergency management or a related field preferred. Equivalent applicable training and experience may substitute for a degree. Experience in emergency services, emergency management, hazardous materials planning, or counter/anti-terrorism operations desired. The Virginia Department of Emergency Management (VDEM) is seeking candidates to provide state-level information and intelligence sharing and analysis for Virginia, in coordination with other agencies and the private sector. The position is located at the Virginia Fusion Center in Chesterfield County. Successful candidate must be innovative, results oriented, able to think strategically and communicate well with multiple audiences, function well in collaborative environments and manage multiple priorities. Position will be responsible for the research, evaluation, and dissemination of counter-terrorism intelligence information to support prevention and response efforts against terrorism and other threats to homeland security. Conduct analysis of multi-faceted data in order to show methods, trends, and patterns relating to terrorism; identify and prioritize risks and threats. Compile reports; maintain and update databases; make presentations and complete projects relating to terrorism and other threats as directed. Provide technical assistance to the Virginia Emergency Operations Center.
Qualifications: Working knowledge of research, analysis, planning, and measurement techniques, data collection and interviewing techniques. General knowledge of emergency management. Experience with office practices, and the use of automated systems and software to provide all-source research, analysis, monitoring and accurate report production with ability to accurately input information into databases and produce charts and graphics as needed for projects and investigations. Demonstrated ability to apply critical thinking to diverse information sets and to produce logic-based analysis and recommendations on probable and potential trends and event outcomes. Demonstrated ability to maintain accurate and complete files, manage multiple priorities. Demonstrate effective oral and written communications skills and ability to establish and maintain effective working relationships with all levels of personnel.
Prefer: College-level courses in government, social sciences, business, or public safety-related fields. Public safety experience, or other broad scope governmental experience desired. Analytical experience in intelligence community, emergency management or public safety field desired. Must have a valid driver’s license, ability to obtain a federal security clearance and sucessfully pass State Police background check, including fingerprinting, drug screening and polygraph examination. May be required to work varying shifts, holidays, weekends, and emergencies. The successful candidate will be required to sign a 3-year tenure agreement. This position is 100% grant funded. Continuation of position is contingent upon renewal of funding. Non-renewal of funding will result in the cancellation of the tenure agreeement.

The Virginia Department of Emergency Management seeks an individual to coordinate resources and scheduling for a diverse emergency management training and exercise program. The selected applicant will prioritize goals and establish timetables to support the design, development, delivery, and evaluation of the statewide training and exercise program. Will coordinate short and long range training and exercise plans. Secure training locations, schedule classes, coordinate for evaluators and instructors, and ensure adequate materials are available. Collaborate on course development and support course updates. Assist in the management of contracts and associated funding. Supervise a cadre of vendor provided exercise support teams and other personnel. Assist in the coordination and management of the Learning Management System (LMS). This is a restricted position.
Qualifications: Working knowledge of adult education methodology including analysis, design, exercise development, implementation, and evaluation. Supervisory experience. Experience in budget development and management. Strong computer skills. Effective oral and written communication skills. Demonstrated abilities to prepare and coordinate written plans, policies, and procedures; to develop and coordinate training program initiatives; to conduct research, conduct needs assessments, and analyze findings. Ability to plan and implement projects. Ability to establish and monitor training goals and performance standards. Completion of FEMA’s Emergency Management Institute’s Independent Study Courses: IS-120A and IS-130. Valid driver’s license and satisfactory driving record.
