Commonwealth of Virginia Emergency Operations Plan

The Emergency Operations Plan describes the state’s approach to all-hazards response and the concepts of response and recovery operations. The basic plan and annexes listed below are maintained by VDEM and other state agencies with emergency management duties and responsibilities. Selected parts can be downloaded or viewed online.
