To be consistent with DHS/EMI guidance for instructors, all LEAD instructors (the single individual responsible for the period of instruction) in addition to having subject matter expertise and some in adult ed, they should have completed Basic NIMS and ICS; 100, 200, 700, 800.

It is recommended subject matter experts responsible for teaching a portion or complete module, have adult education experience and at least completion of IS 700 and ICS 100. Completing ICS 200 is also suggested.

Prerequisite: completed classroom CERT, Completed on-line IS-317 introduction to CERT, letter of recommendation from your CERT coordinator or manager of the CERT program where you live
