Course: Homeland Security Planning for Campus Executives

The goal of this workshop is to support the U.S. Department of Homeland Security program for improving the planning and preparedness capability of higher education institutions by helping campus executive leadership understand principles of campus preparedness and by providing them with examples, tools, and resources for Homeland Security planning. Each participant will receive a participant guide, job aid, and a CD ROM that contains additional information on funding sources, job aids, planning tools, resources and web links.

Course Objectives:
At the end of this course, participants will be able to:

• Identify components of Homeland Security as they apply to higher education institutions.
• Identify principles of Homeland Security crises planning that can be applied to their Campus.
• Identify the role of Training, Equipment and Exercises for campus crises planning and emergency response that can be applied to their campus.
• Identify the key components of a Risk Communication Plan for emergency response that can be applied to their campus.
• Identify Lessons Learned that can help organize or improve campus emergency.

Prerequisites: Participants must hold an executive leadership position in an institution of higher education.

Target Audience: This course is designed for senior executives in campus emergency planning, law enforcement and emergency communications roles. Two (2) representatives from each Virginia based institution of higher learning are eligible to attend this informative course. Registration is limited to the first 50 qualified individuals who register. (Registrants exceeding two per institution or from organizations other than colleges and universities will be allowed only if sufficient qualified registrations are not received.)

Target Capabilities: The Homeland Security Planning for Campus Executives course addresses the following capabilities from the Target Capabilities List:

Common Capabilities:

• Develop strategic plans that include but are not limited to preventing, protecting against, responding to and recovering from and made and natural disasters and acts of terrorism.
• The strategic plan shall define the vision, mission, goals, and objectives of jurisdiction.
• Develop emergency response plans that describe how personnel, equipment, and other government, nongovernmental and private resources will support and sustain incident management requirements.
• Develop the Incident Action Plan (IAP) to establish priorities, procedures and actions to be accomplished to meet the incident objectives.
• Conduct threat/hazard analysis to identify threats to critical assets.
• Conduct vulnerability assessments to assess vulnerability of critical assets to identified threats.
• Conduct response and recovery capabilities analysis to determine capability to respond to and recover from identified threats.
• Identify high risk assets in need of risk management.
• Coordinate communications policy and procedures across response entities.
• Coordinate incident site communications within a National Incident Management System compliant framework.
• Communicate internal incident response information.
• Provide direction, information, and/or support as appropriate to incident command or unified command and /or joint field office(s).

Course registration is limited to two (2) applicants per college or university. Only the first 50 applicants meeting this criteria will receive formal confirmation of attendance.

Course funding provided: Selected applicants will receive lunch and breaks during the course, and one-night pre-course hotel lodging at the Virginia Beach Double Tree hotel adjacent to the conference site. (Lodging provided per state travel regulations for minimum 70 miles / 1.5 hours travel time.)

Please note that registration begins at 8:00 a.m. The course begins at 9:00 a.m. and will conclude no later than 4:00 p.m.
