Community Mass Care Management
This 2-day course is designed to equip emergency management staff and voluntary agency personnel with the knowledge and skills necessary to perform as effective Mass Care Coordinators in a broad range of disaster situations. The focus is to enable communities to plan for and manage mass care, leading to increased mass care flexibility at the community level; to greater quality and quantity of local assistance available to professional care organizations such as the Red Cross; and to increased community self-sufficiency. The course is intended for State, tribal, and local government emergency management and voluntary agency personnel who provide mass care assistance.

Awareness - Public Information Officer
This one-day course will acquaint participants with a basic understanding of the Public Information Officer (PIO) function for those new to the position. The course is the prerequisite for the G-290 Basic PIO course and will be scheduled as the first day of a three-day block that includes G-290 Basic PIO as the last two days. Students are strongly encouraged to attend the two courses back to back.

Basic Public Information Officer

This updated course is designed for the new or less experienced Public Information Officer (PIO) and focuses on essential emergency PIO functions. The course will teach PIOs how to write a news release, conduct an on-camera interview and prepare awareness campaigns. The class is a prerequisite for the Advanced Public Information Course (E388) at the Emergency Management Institute.

Prerequisite: G-289 Public Information Officer Awareness Course. The G-289 course will be scheduled as the first day of a three-day block that includes the G-290 course. Students are strongly encouraged to take the G-289 and G-290 courses back to back. Enrolling in the G-289 will fulfill the prerequisite for the follow-on G-290. Students who attend the G-289 and G-290 courses at different times are required to fax a copy of their G-289 completion certificate to the Office of Training and Exercise at 804-897-6556 no later than two weeks before the G-290 course starts.

Campus/Teen CERT Train-the-Trainer
VDEM’s new Campus/Teen CERT Train the Trainer one day course is designed to provide CERT trained instructors with the tools necessary to present the Campus and Teen CERT curriculum. It is a seminar that does NOT cover the entire Campus or Teen Train the Trainer courses (as both of those courses cover program management, development and evaluation). It is not intended to make you a “Master CERT Instructor” able to teach other CERT instructors. It will prepare participants to teach basic CERT directly to campus and teen CERT members. To register for this class, you must be a CERT instructor in a Virginia CERT program (see CERT TTT requirements). This is not intended to be taken immediately upon completion of the basic CERT TTT class (however, exceptions can be made on a case by case basis).

CERT Train-the-Trainer
This course is designed to prepare participants to institute a CERT program in their communities. Organizational topics to be briefly reviewed include: program planning, funding sources, recruiting, training, supervision, team member retention and legal concerns. Topics to be covered from the CERT course will include: disaster preparedness, fire suppression, first aid, light search and rescue, disaster psychology, teaching the adult learner and terrorism awareness. There will be a variety of hands-on practical exercises for certain topics.

Graduates of the Basic CERT train-the-trainer course are not qualified to teach Campus or Teen CERT classroom curriculum.

All of the following are required to participate in this course:

Two (2) letters of recommendation (one MUST come from local/state government or agency with whom the student is affiliated) This letter is not necessary if you have taken a previous CERT train-the-trainer course.

Community Emergency Response Team (CERT) Training for VDEM Employees
This fun and highly informative 20 hour hands-on Community Emergency Response Team (CERT) training program teaches real life emergency preparedness and response information and techniques for Virginia State employees to utilize at their workplace in the event of a disaster. The knowledge and skills gained from this Homeland Security CERT training course is also invaluable on a personal level to be more prepared at home should a disaster strike.

The eight (8) different classes of instruction are available to meet busy schedules, providing knowledge and skills for a lifetime. The course culminates with an exercise to practice the skills learned in class and a graduation that includes a Certificate of Completion and CERT backpack filled with emergency supplies!

VDEM (or other) CERT graduates can retake portions of the course and/or be victims at the final exercise. Graduation with Certificates of Completion and a CERT backpack are awarded at the final exercise the last day. You must attend all classes to graduate. Lunch is on your own.

Disaster Damage Assessment Training
The Virginia Department of Emergency Management is announcing a series of damage assessment training workshops to train personnel on the Federal Emergency Management Agency (FEMA) standard for conducting damage assessments of residential dwellings, businesses, and public infrastructure.

Local government personnel or volunteers with specific responsibility for overseeing field damage assessments and personnel who actually record damages in the field should attend this training.

The morning session is devoted to damage assessment for residential and businesses; the afternoon session is devoted to damage assessment of infrastructure.

VDEM anticipates substantial interest in the training. It is recommended that Emergency Coordinators and Damage Assessment Managers attend both sessions. While every effort will be made to register all who apply, it may be necessary to limit registration.

Emergency Operations Center Management and Operations
This course provides the participant with training in the methods and procedures to effectively manage and operate an emergency operations center (EOC) during crisis situations. The course identifies considerations affecting site selection and design for an effective EOC; staffing, training, and briefing EOC personnel; and operating and managing an EOC during various emergency situations. This course is especially valuable for senior emergency management officials and any individual designated to serve in an EOC during emergency events.

Required for Advanced Professional Series certification.

Recommended: Completion of IS-775 is strongly suggested prior to enrolling in this course.

HSEEP Training Course (HTC) L - 146
The 3-day period of instruction is for those individuals that are directly involved in the planning, design and evaluation of training exercises. The intermediate-level training course incorporates exercise guidance and best practices from the HSEEP Volumes. It is an interactive course that allows participants to share personal lessons learned and best practices while gaining practical experience. In addition to the instructor-led course presentations, the course includes small group activities, videos, group discussions, and introductions to HSEEP and related initiatives such as supporting technology (e.g., HSEEP Toolkit) and capabilities-based planning (e.g., UTL and TCL). This approach provides participants with hands-on experience that readily translates to real-world exercise responsibilities. Activities include creating exercise documentation, conducting planning conferences and briefings, and practicing exercise evaluation. Prerequisite: IS 120-A. ICS 300: Intermediate ICS for Expanding Incidents
Intermediate Incident Command System (ICS) is intended for those who could fill supervisory level positions during an incident. This two-day course will permit the student to develop an ICS organizational structure, list staffing requirements, prepare a briefing, lead or participate in a planning meeting, identify resources, develop goals, prepare an action plan and become familiar with the National Incident Management System (NIMS).

Prerequisite: Completion of Basic ICS (IS195, V200, V190, ICS 200), or equivalent training (evidence of ICS equivalency is responsibility of applicant).On-line Precourse assignment required.

Course certificates must be submitted by close of business on the date of the registration deadline.

Northern Virginia - VDEM Regional Emergency Management Academy
This week-long program brings together several series of Emergency Management and Incident Command System courses in a central location within the region. The format allows individuals to participate in one to four training courses during the week while minimizing travel costs for their agencies. This program is designed especially for students from Region VII, Northern Virginia, and will take place at the Fairfax County Public Safety and Transportation Operations Center in Fairfax December 6-10, 2010.

Three curriculum tracks are available during the session. Students may attend any combination of courses that do not conflict with each other.

Principles of Emergency Management
Recently revised, this course examines the need for an emergency management system and the importance of an integrated approach to managing emergencies. Participants formulate the elements of an integrated teamwork approach and devise specific actions for improving their own contributions to their local emergency program and system. This course is intended for staff with responsibilities in all aspects of emergency management. Students must achieve a minimum score of 75 percent on the end of the course exam to receive credit for course completion. This course is strongly recommended for those new to the emergency management field.

State Safe Training - Community Emergency Response Team (CERT) Training for Virginia State Employees
“State Safe” is the highly informative Community Emergency Response Team training program for Commonwealth of Virginia employees. It teaches personal preparedness and emergency response Virginia state employees to use at work and at home.

Upon completion of this Department of Homeland Security program, participants are encouraged to become involved in a local CERT program, or begin one in their own agencies. They can keep their backpacks at work, knowing they are more prepared.

The eight modules are scheduled to accommodate busy schedules. The program culminates with a final exercise to practice the skills learned in class, along with graduation that includes a Certificate of Completion and CERT backpack filled with emergency supplies. This training does not replace the required state Terrorism training.

Warning Coordination

Three curriculum tracks are available during the session. Students may attend any combination of courses that do not conflict with each other.

Student should enroll in each individual course desired through their Learning Management System (LMS) domain by selecting “Learning Center”, “Course Information and Enrollment”, key word “VDEM”. Additionally, detailed information regarding course content can be found within the LMS. Students who DO NOT already have an LMS account through any Virginia state agency should register for an account with the Virginia Department of Emergency Management at https://covkc.virginia.gov/vdem/external (be sure to select Department of Emergency Management – External as training agency), and then enroll in desired courses.

AWR-147: Rail Car Incident Response

AWR-148: Crisis Management For School Based Incidents – Partnering Rural Law Enforcement and the Local School Systems – this class is scheduled for Tuesday, October 26. MGT-332: Agriculture and Food Vulnerability Assessment Training Course – this class is scheduled for Wednesday-Friday a.m., October 27-29. Enroll in: VDEM – MGT-332: Agriculture and Food Vulnerability Assessment Training Course, LMS Section 1.

Track 2 (four courses) ICS-300: Intermediate ICS For Expanding Incidents – this class is scheduled for Monday and Tuesday, October 25-26. Enroll in: VDEM – ICS-300: Intermediate ICS For Expanding Incidents, LMS Section 25.

ICS-402: ICS Overview For Senior Executives – this class is scheduled for Wednesday, October 27 a.m. Enroll in: VDEM – ICS402: ICS Overview For Senior Executives, LMS Section 5.

V320: Flood Observation and Warning Seminar – this class is scheduled for Wednesday, October 27, p.m. Enroll in: VDEM – V320: Flood Observation and Warning Seminar, LMS Section 1.

G272: Warning Coordination/Weather Resources For Emergency Managers – this class is scheduled for Thursday and Friday, October 28-29. Enroll in: VDEM – G272: Warning Coordination, LMS Section 11.

Track 3 (four courses) G775: EOC Management and Operations – this class is scheduled for Monday-Wednesday a.m., October 25-27. Enroll in: VDEM – G775: EOC Management and Operations, LMS Section 14.

G250.7: Rapid Assessment – this class is scheduled for Wednesday p.m., October 27. Enroll in: VDEM – G-250.7: Rapid Assessment, LMS Section 13.

G191: ICS/EOC Interface – this class is scheduled for Thursday, October 28. Enroll in: VDEM – G191: ICS/EOC Interface, LMS Section 18.

VEOC225: VIPER User Training – this class is scheduled for Friday, October 29 a.m. Enroll in: VEOC225: Virginia Interoperability Picture For Emergency Response, LMS Section 24.
