Public Safety Response to Terrorism — Awareness
The course is designed for all public-sector emergency responders to provide awareness-level information on terrorist incidents. This course will define terrorism and the challenges facing emergency responders today. Through case histories the students will receive information on recognition, scene control, self-protection, and tactical considerations. The course will cover terrorist crime scenes, bombing incidents, chemical agent incidents, biological agent incidents, nuclear terrorism and planning considerations.

Public Safety Response to Terrorism — Awareness Train-the-Trainer
This program will allow individuals who hold current certification as criminal justice, fire or EMS instructors to become authorized VDEM instructors for the 8 hour PSRT-Awareness course. Once authorized as a PSRT-Performance Level Instructor, VDEM supports these courses with all needed audiovisuals and student handout materials at no charge to the instructor or students.

Public Safety Response to Terrorism — Tactical Considerations
Designed for emergency response first-line supervisors that will be responding and operating at a terrorist incident. This course includes training in responder self-protection, personal protective equipment, scene security and control, mass decontamination, medical considerations and hazard control. The program includes classroom sessions and practical exercises.

Public Safety Response to Terrorism — Management Considerations
The course is designed for managers and command-level officers who will be emergency incident managers and will be focusing on the dynamic aspects of managing the Fire, EMS, and HAZMAT response to acts of terrorism. The course overviews the incident command system, terrorist crime scenes, and weapons of mass destruction.

Through classroom discussion and scenarios, the students will review risk assessments and outline command structures, strategy, and tactics needed to protect responders and successfully mitigate an incident.

Included will be extensive discussion of Presidential Homeland Security Directives, Decision Directive 39 and 62, the National incident Management System (NIMS), the National Response Plan, and the Terrorism Annex to the Commonwealth of Virginia Emergency Operations Plan.

Incident Response to Terrorist Bombings: Performance Level
This course is designed for firefighters, law enforcement officers and EMS personnel who provide initial response to WMD incidents involving energetic materials. This is a"performance level" course designed to provide participants with basic information concerning explosive and incendiary devices that could be used as terrorist weapons. The course includes classroom presentations designed to familiarize participants with commercial and military explosives, improvised explosive devices and appropriate response procedures. Course Credit: 4 hours

Emergency Response to Terrorism: Basic Concepts
To prepare first responders for terrorist incidents dealing primarily with life safety and self preservation within the areas of biological, nuclear, incendiary, chemical and explosive attacks. This focus includes information on detection and monitoring for the above mentioned topics. Length: 16 hours.

Emergency Response to Terrorism: Incident Management
This course is designed for Incident Commanders who would be responsible for managing terrorism incidents. It has a heavy planning emphasis and includes recognizing cues that a terrorist incident is in progress. Length: 6 days

Emergency Response to Terrorism: Tactical Considerations - Company Officer
This course is designed to build upon the existing knowledge and skills of the first responsding supervisor from the Emergency Response to Terrorism: Basic Concepts course or Emergency Response to Terrorism: Self-Study Guide. The students will be trained in security considerations, identifying signs of terrorism, anticipating unusual response circumstances, assessing information and initiating self-protection actions. This course will be offered through the State Weekend Program and the Direct Delivery Program. Length: 16 hours

Emergency Response to Terrorism: Tactical Considerations - Emergency Medical Services
This course is designed for first-on-the-scene responding EMS personnel who are responsible for rendering patient care to victims of terrorist incidents. The students will be trained in security considerations, identifying signs of terrorism, anticipating unusual response circumstances, assessing information and initiating self-protection actions. They will also apply their knowledge about responding to a terrorism event, provide patient care, identify and preserve evidence, manage site safety, document the event and debrief personnel. This course will be offered through the State Weekend Program and Direct Delivery Program. Length: 16 hours

Emergency Response to Terrorism: Tactical Considerations - Hazardous Materials
This course is designed for first-on-the-scene responding hazardous materials technicians or persons who have the responsibility of developing initial hazardous materials tactical considerations. The students will be trained in security considerations, identifying signs of terrorism, anticipating unusual response circumstances, assessing information and initiating self-protection actions. They will also apply their knowledge about responding to a terrorism event, provide patient care, identify and preserve evidence, manage site safety, document the event and debrief personnel. This course will be offered through the State Weekend Program and Direct Delivery Program. Length: 16 hours

Emergency Response to Terrorism: Advanced Tactical Consequence Management
This National Fire Academy series of Emergency Response to Terrorism courses focuses on three specific areas of fire service response for a concentrated effort when responding to incidents of terrorism and Weapons of Mass Destruction (WMD). Combining the three two-day courses into one six-day course delivery produces Advanced Consequence Management (ATCM). When delivered sequentially, this course addresses management of terrorism and WMD incidents in the first several hours of the occurrence, establishing command and control, implementing unified command, coordinating tactical efforts, establishing transition activities and coordination with other regional, state and federal resources.

Fire Department Response to Bioterrorism Incidents
This course is designed for firefighters, law enforcement officers and EMS personnel who will respond to bioterrorism incidents and hoax incidents involving biological agents. This class will provide information on initial response, biological agents, Rickettsia, viruses and biological toxins, detection and evidence, personnel protection and available resources. Course Credit: 8 hours

Emergency Response to Terrorism: Self Study
This National Fire Academy course is targeted for fire, emergency medical, hazmat, incident command and law enforcement responders. It is a self-paced, paper-based document designed to provide the basic awareness training to prepare first responders to safely and effectively manage terrorist incidents. Students who successfully complete the exam will be eligible for a FEMA/BJA certificate of training.
